I recommend wearing a face mask in the cold if you are having trouble. That will warm up the air that you are breathing so that it isn't quite as harsh. Just be aware that your sunglasses will likely fog up; you could either go without or use ski goggles to get around that problem.

A scarf is often enough; just tie it around your face and let it cover your mouth and nose.

The coughing is pretty normal when you go from being really warm in a cold environment to being really cold in a warm environment - I recommend that you get out of wet clothes as soon as you get in and have a drink of room temperature water. It helps for me.
